The Magna Carta of Women (Republic Act No. 9710) defines Gender and Development Program (GAD) as the development perspective and process that is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights, supportive of self-determination and actualization of human potentials. It seeks to achieve gender equality as a fundamental value that should be reflected in development choices and contends that women are active agents of development, not just passive recipients of development.

CHED Memorandum Order No. 01, Series of 2015, Establishing Policies and Guidelines on Gender and Development in the Commission on Higher Education and Higher Education Institutions (HEIs) mandated CHED to introduce and institutionalize gender equality, gender responsiveness, and sensitivity in the various aspects of Philippine higher education, specifically in the trifocal functions of higher education; a) curriculum development; b) gender responsiveness research programs; c) gender-responsive extension programs.

Objective

To mainstream gender sensitivity and gender equality principles, and perspectives in instruction, student services, research, and extension;
To develop and implement plans, programs, and activities (PPAs) that will advance gender equality and awareness at NBSC:
To promote GAD sensitivity and awareness within NBSC through training, workshops, and seminars.
To integrate the principle of gender equality in the conduct of research and in the delivery of extension services to the community.
To establish sustainable partnerships and foster cooperation with networks and advocates within and outside of NBSC to promote a gender-responsive society.

General Guidelines for GAD

Promotes Gender Equality

Ensures that women’s and men’s concerns and experiences are integrated into the design, implementation, monitoring, and evaluation of policies, programs, and projects to ensure equal benefits.

Promotes Gender Equality

Establishes a system to assess the implications of policies and programs on women and men, enabling balanced decision-making and inclusive development.

Mandates Institutional Support

Requires heads of institutions to institutionalize GFPS, ensuring a dedicated mechanism for promoting gender and development efforts.

Incorporates GAD into Work Plans

Recognizes the tasks and functions of GFPS members as part of their regular work responsibilities, integrating GAD into key performance indicators.

Supports Capacity Development

Promotes continuous education and skill enhancement through capacity development programs, including gender sensitivity training, gender-responsive planning, budgeting, and audits.

Ensures Accountability through Monitoring

Mandates periodic evaluation and monitoring of GFPS functions to identify and resolve issues hindering gender mainstreaming efforts.

Provides Adequate Funding

Allocates funds for GAD-related programs, activities, and projects, ensuring resources are available to sustain GFPS operations.

Aligns with Pertinent Laws

Adheres to key legal frameworks like:

EO No. 273: Institutionalizing GAD in government agencies through planning and budgeting.
RA No. 8760 (GAA): Ensures performance-based evaluation of GAD budget utilization.
RA No. 9710 (Magna Carta of Women): Promotes gender mainstreaming to eliminate gender discrimination.
