General Description of the Functions of the Office

The Bids and Awards Committee Secretariat/Procurement Office acts as the central channel of communications for the Northern Bukidnon State College Bids and Awards Committee (NBSCBAC) with end-user(s) or implementing units, other government agencies, providers of goods, infrastructure projects, and consulting services, observers, and the general public.

Objectives

The Office aims to efficiently prepare all necessary documents required for processing procurement requests, including those for Competitive Bidding and Alternative Modes of Procurement. It shall actively coordinate with End-Users, BAC Members, the Technical Working Group (TWG), Observers, and Suppliers to ensure the efficient and timely processing of all procurement requests. The Office shall also provide comprehensive administrative support to the NBSC Bids and Awards Committee (BAC) Members, facilitating smooth and effective committee operations.

Services

The Procurement Management Office (PMO) oversees the planning and implementation of procurement activities to ensure transparency, efficiency, and compliance with government regulations. This includes the preparation and consolidation of Project Procurement Management Plans (PPMP), issuance of certified true copies, and coordination with offices for budget alignment and approval.

The PMO facilitates procurement through Small Value Procurement and Public Bidding processes, ensuring proper documentation, review, approval, and posting of procurement opportunities. It also manages supplier selection, contract awarding, and coordination with oversight agencies such as the Commission on Audit (COA).

Through these streamlined procedures, the PMO ensures timely acquisition of goods, services, and infrastructure while promoting accountability, fairness, and value for public resources.
