NBSC HOLDS MONDAY CONVOCATION CELEBRATING APPOINTMENTS AND ACHIEVEMENTS
Northern Bukidnon State College (NBSC) convened its employees for the Monday Convocation on February 23, 2026, at the NBSC Covered Court, marking a significant gathering that highlighted new appointments, institutional updates, and recent accomplishments across offices.
Rahbie B. Adaptar-Teologo, RPM, Head of the Human Resource Management and Development Office (HRMDO), announced the Oath-taking Ceremony for newly appointed and promoted employees to plantilla positions effective February 23, 2026. NBSC President Christie Jean Villanueva-Ganiera, Ed.D., CESE, administered the oath, marking the formal assumption of duties of the appointees:
• John Kevin A. Artuz – Chief Administrative Officer;
• Silverio P. Alvior, Jr. – Accountant II;
• Christyl Jane B. Pelae – Administrative Officer III (Records Officer II);
• Gemma A.Palizada – Administrative Officer III (Records Officer II);
• May Rose E. Madrid – Administrative Officer II (Administrative Officer I);
• Jhasvart P. Mahilum – Internal Auditor I;
• Angel Virtues Von P. Villagracia – Budget Officer I;
• Zennith V. Olemberio – Administrative Officer II (HRMO I);
• Mary Elizabeth M. Traya – Administrative Assistant II (Budgeting Assistant);
• Cherry Mae T. Baydal – Administrative Assistant II (HRMA); and
• Mary Grace D. Balagan – Administrative Aide VI (Clerk III).
The convocation also recognized the internal quality auditors who conducted the Internal Quality Audit (IQA) from January 26–30, 2026. Dr. Daniel S. Lerongan, Head of the Quality Assurance Office (QAO), commended the auditors for completing the review and acknowledged the offices whose cooperation and performance contributed to the successful conduct of the audit:
• Appraisal, Testing, and Admission Office and Student Accounts, Scholarship Aides, and Financial Assistance Office (ATAO/SASAFAO);
• Guidance and Counseling Office (GCO);
• Internal Audit Office (IAO);
• Institute for Business Management (IBM);
• Institute for Teacher Education (ITE);
• Procurement Management Office (PMO); and
• Research, Development, and Innovation Division (RDID).
After the recognition, Dr. Lerongan invited everyone present to recite NBSC’s Quality Policy Statement. Those who volunteered and successfully delivered the recitation were:
• Jecel Jean M. Esmao from the Kalampusan Project Office (KPO);
• Diah Mae D. Tao from the HRMDO;
• Blessel Jane M. Quiño from the Public Affairs and Information Office (PAIO);
• Jocie Ann C. Boyles from the Records and Archival Office (RAO); and
• Eva Mae P. Layosa from the Registrar and Student Records Office (RSRO).
The 1st NBSC GAD Focal Point System Executive Briefing followed, presented by Zandra Shellee Y. Ordinan, MA, Head of the Gender and Development Office (GADO). She discussed Special Order No. 02-D1-0019, or the “Reconstitution of the Northern Bukidnon State College Gender and Development Focal Point System (GFPS),” explaining its rationale, the composition of the GFPS Executive Committee and Technical Working Group (TWG), their functions and responsibilities, meeting schedules, and effectivity. The purpose and guidelines of the Request for GAD Responsive Certificate (RGRC) were likewise outlined to guide offices in aligning activities with GAD principles.
Dr. Mary Koren Witting-Acuesa, Director of the Research, Development, and Innovation Division (RDID), then issued a Call for Expression of Interest for the four proposed Research Centers. She also announced that research tools (IBM SPSS, NVivo, StrikePlagiarism, and Grammarly) are available to NBSC faculty, staff, and students to support ongoing and future research initiatives.
In her message, Dr. Ganiera welcomed newly hired and appointed employees, with special mention of the new Chief Administrative Officer (CAO). She shared her attendance at the 1st Executive Board Meeting of the Philippine Association of State Universities and Colleges (PASUC) on February 19, 2026, where drafts of the CHED-DBM Revised SUC Levelling Guidelines and Instruments and the Revised Organization and Staffing Standards for SUCs (ROSSS) Phase III were discussed. She also reported on her participation in the awarding ceremony conducted by the Professional Regulation Commission (PRC), where NBSC and topnotcher Christine T. Landayan, LPT, were recognized. Appreciation was extended to the GADO Head for the executive briefing, and the community was informed that the College’s 21st founding anniversary will be celebrated next week.
The February 23 convocation underscored NBSC’s continued institutional progress, highlighting key developments ranging from personnel appointments and completed audits to structural updates and research initiatives. By bringing these milestones together in one gathering, the College reaffirmed its commitment to organizational growth, accountability, and the sustained implementation of its strategic priorities.
