NBSC, DEPED BUKIDNON PARTNER TO DIGITIZE ‘BULIG’ LITERACY PROGRAM
Northern Bukidnon State College (NBSC) and the Department of Education (DepEd) Schools Division of Bukidnon are set to embark on a collaborative partnership aimed at modernizing local literacy interventions through technological innovation. On May 12, 2026, key officials from both institutions held a consultative meeting at the NBSC Research Development and Innovation Division (RDID) Office to explore joint research opportunities.
The delegation from DepEd Bukidnon was led by Mr. Neil A. Improgo, Public Schools District Supervisor (PSDS) of Manolo Fortich District I and Division English Coordinator, alongside Mr. Edgardo M. Coming, Head Teacher of Abyawan Elementary School. They met with RDID Director Dr. Mary Koren Witting-Acuesa to propose the digitization of “BULIG: Bukidnon’s Unified Literacy and Intervention Gateway.”
Guided by the tagline “Building Up Literacy, Inspiring Growth,” BULIG is a comprehensive instructional movement designed to bridge reading proficiency gaps and offer sustainable, learner-centered support across the division. The program integrates the national Academic Recovery and Accessible Learning (ARAL) framework to reinforce foundational skills. Currently, the BULIG Reading Toolkit features a structured, multi-level curriculum that spans oral language, phonemic awareness, phonological awareness, and word recognition. By digitizing these modules, DepEd Bukidnon aims to deliver a more interactive, engaging, and accessible learning experience for early-grade students.
Dr. Witting-Acuesa responded positively to the proposition, and both parties immediately initiated discussions on project frameworks and technical directions. To formalize the engagement, the institutions agreed to draft and finalize a Memorandum of Agreement (MOA). The formal signing of this document will signal the official commencement of collaborative activities, technological co-development, and mutual resource exchange.
This collaboration underscores NBSC’s growing role as a catalyst for impactful institutional scientific inquiry and regional advancement. By leveraging academic expertise to transform foundational literacy into a digital gateway, the College strengthens its capacity to generate evidence-based, data-driven solutions, directly bridging the gap between higher education innovation and the grass-roots developmental needs of the basic education sector in Bukidnon.
