NEDA-X RD Cariño presents the NEDA-NBSC Impact Evaluation Study on Gingoog-Claveria-Villanueva Road During the 10th National M&E Forum
NEDA-X Regional Director Mylah Faye Aurora Cariño and member of the NBSC Board of Trustees presented the preliminary results of the NEDA-NBSC research project, “Impact Evaluation Study on Gingoog-Claveria-Villanueva Road (GCVR)” during the 10th National M&E Forum at Seda Vertis North, Quezon City last November 29, 2023. Together with NEDA Director Cariño is NBSC President Dr. Catherine Roween C. Almaden, Research Director Caroline Laarni R. Serenas, and NEDA Sr. Economic Development Specialist Engr Mezlaine Jay Pacana.
The NEDA-NBSC impact evaluation study used a quasi-experimental design and Difference-in-Difference impact evaluation method to assess the transformative effects of the GCVR on the socioeconomic conditions of conflict-affected and vulnerable communities in Gingoog City, Claveria, and Villanueva in Misamis Oriental. The study covers more than 800 households, with 465 from the treatment areas (GCVR) and 415 HHs from the control group, residing within localities traversed by the proposed Sayre Highway Parallel Road II, encompassing Malaybalay City, Impasug-ong, and Manolo Fortich, Bukidnon. This IE initiative is mentored by Karl Robert L. Jandoc, PhD, chairman of the UP-Diliman School of Economics.
From the survey, it showed that overall, both the control and treatment groups experienced positive changes in household average monthly income over the specified time period, with the treatment group showing a higher percentage increase compared to the control group. The focus group discussions and key informant interviews revealed that the roads impacted the economic activities of the community through increased employment opportunities; boosted tourism-related activities; eased transportation of goods and products; improved mobility and access to services; and improved peace and security conditions, However, it has also led to new challenges like car thefts and increased incidences of vehicular accidents.
This study is funded by the NEDA-United Nations Development Program Strategic Monitoring and Evaluation Project, which is implemented in two phases. Phase 1 began in April 2023 and Phase 2 in July 2023, with the study expected to be completed by December 2023
The recently concluded forum is the latest of the annual gathering of monitoring and evaluation practitioners in the Philippines that aims to strengthen M&E practice and capacity since 2011. The theme for this year’s conference is “A Decade of Collaboration: Charting the Path Forward through Partnerships in M&E”, highlighting different initiatives and partnerships to strengthen the practice in the country.
